Tanya Azuaje
Tanya Azuaje is the Senior Project Manager for Research, Partnerships and Outreach at the UC San Diego Center for Transparent and Trusted Elections. She has over ten years of experience managing, designing, and implementing projects with multilateral institutions, international non-governmental organizations, and non-profits to strengthen democratic governance and civic participation, provide technical assistance to elections, mitigate armed conflicts, and uphold human rights.
While at the International Foundation for Electoral Systems (IFES), Tanya managed and advised on electoral and democratic strengthening programs in Indonesia, Malaysia, and the Association of Southeast Asian Nations (ASEAN), Papua New Guinea and the Autonomous Region of Boungainville, Bolivia, Peru, Ecuador, Nicaragua, and Sint Eustatius. She contributed to a number of IFES publications, such as “Preserving Independent and Accountable Institutions” (2020) and “Electoral Rights of Environmentally Displaced Persons” (2021). Tanya later worked with parliaments and civil society actors to strengthen public integrity policies as a Democratic Governance Officer at the Organization for Co-operation and Security in Europe (OSCE) Office for Democratic Institutions and Human Rights (ODIHR) throughout Europe and Eurasia. She also joined OSCE/ODIHR for election observation missions in Bulgaria (2026) and Bosnia and Herzegovina (2022) and was part of the OSCE Special Monitoring Mission to Ukraine. At Counterpart International, Tanya carried out civil society strengthening and anti-corruption projects in Armenia, Bangladesh, and El Salvador, and she independently designed and completed a Do No Harm assessment in Honduras based on USAID’s Conflict Assessment Framework and Political Economy Analysis methodologies.
Originally from Venezuela, Tanya has lived in ten countries before settling in San Diego. She holds a B.A. in Anthropology and Religious Studies from the University of Florida and an M.A. in Global Studies from Humboldt University of Berlin, with semesters at Utrecht University in The Netherlands, University of Pretoria in South Africa, and Chulalongkorn University in Thailand. She also holds a certificate in Design Thinking from the Hasso-Plattner Institute at the University of Potsdam. She speaks Spanish, French, German, and is working on her Russian.
